Do you have to allow a wood fence to weather before staining/painting?

I am having a wooden privacy fence put up with the standard lumbar for fencing that is treated. I read somewhere that you should let the wood “weather” for up to a year before staining or painting it. Is this true? If so, whats the reason why you have to?
